K-ONEFILE: A Smart Digital Resident InformationManagement System

Abstract

This study aimed to design and develop K-OneFile, a Digital Resident Information Management System, to improve resident data management and administrative services in Barangay Kiwanan, Midsayap, Cotabato, in support of the Sustainable Development Goals (SDGs), particularly SDG 9 (Industry, Innovation and Infrastructure), SDG 11 (Sustainable Cities and Communities), and SDG 16 (Peace, Justice and Strong Institutions), which promote digital innovation, inclusive communities, and efficient governance. The study employed a descriptive-developmental research design to address the challenges associated with manual record-keeping, including inconsistent data, delayed transactions, and increased administrative workload. Data were gathered through interviews and workflow analysis to identify operational issues and system requirements. The developed system enables barangay officials to manage resident profiles, automate the generation of official documents, produce demographic reports, and perform local data backup and recovery through an offline platform that operates on a dedicated computer within the barangay office. The findings revealed that the system improved data accuracy, reduced processing time, and enhanced the efficiency of administrative services. Overall, the study demonstrates that digital resident information management systems can serve as practical and effective e-governance solutions that strengthen administrative operations, improve public service delivery, and support the digital transformation of local government units.
