SentroGlad: Centralized Barangay Registry Information System with Message Blast

Abstract

This study developed and evaluated SentroGlad: Centralized Barangay Registry Information System with Message Blast, a web-based platform designed to improve resident information management and communication services in Barangay Central Glad, Midsayap, Cotabato. The study addressed challenges associated with manual recordkeeping, delayed document processing, and inefficient dissemination of announcements. A developmental research design was employed in designing and implementing the system using PHP for backend development and MySQL for database management. The system includes modules for resident profiling, household management, certificate generation, report generation, user authentication, and SMS-based message blast notifications. Functional testing was conducted to evaluate system operations across admin, staff, and resident users, while acceptability testing was performed using the ISO 9126 software quality model. Findings revealed that all functional test cases passed successfully, indicating that the system operated reliably and efficiently. User evaluation results also demonstrated high acceptability ratings from admin users (M = 4.57), staff users (M = 4.59), and residents (M = 4.40), with an overall mean of 4.43 interpreted as “Strongly Agree.” The findings indicate that SentroGlad effectively improves barangay record management, communication efficiency, and administrative service delivery. Results revealed that the system obtained a mean rating interpreted as Highly Acceptable in terms of functionality, usability, reliability, efficiency, maintainability, and portability. The study recommends future integration of online resident access, mobile application support, and digital payment features to further enhance barangay e-governance services.
